European Job Market

Employment in Luxembourg

Economy

Luxembourg has one of the most productive economies in Europe and a very international business environment. As of 1 January 2024, the country had 672,050 inhabitants, while its GDP per inhabitant stood at EUR 118,700 in 2022, far above the EU average. Financial services remain central to the economy, but Luxembourg is also strong in ICT, logistics, European institutions, business services and advanced industry. Its compact size, stable institutions and multilingual workforce make it attractive for highly qualified professionals.

Demography

Luxembourg is a small country with a highly international population. A large share of residents are foreign nationals, and the labour market also depends heavily on cross-border commuters from Belgium, France and Germany. Luxembourg City is the main economic centre and hosts many international employers, including EU institutions, banks, insurers and technology firms. This international setting creates a labour market in which language skills, mobility and qualifications are especially valuable.

Migration

Migration has played a major role in Luxembourg’s development for decades. Economic growth and the concentration of international employers have created long-term demand for foreign talent. Luxembourg participates in the EU Blue Card system for highly qualified workers, and third-country professionals can apply through the national immigration procedures. For many employers, international recruitment is an important way to fill vacancies where the domestic labour supply is limited.

Employment

In 2023, more than 0.3 million people were active on the labour market in Luxembourg, and the employment rate was 70.3%. Despite its strong economy, Luxembourg also faces shortages in selected professions and relies on both resident and cross-border workers. Opportunities are often strongest in finance, information technology, engineering, construction, healthcare and specialised business services. ADEM, the public employment service, also highlights vacancies in sectors where employers have difficulty finding suitable candidates.

Working in Luxembourg

Luxembourg offers a highly international labour market in the heart of Europe. It is especially attractive for candidates with strong qualifications, professional experience and the ability to work across languages and cultures.
Professionals interested in the EU Blue Card can find official guidance through Luxembourg’s government services, while jobseekers can search vacancies and labour-market information through ADEM.
